I bought a boat motor from "craigslist" add, with out a title, the guy I bought it from said he had received it in a trade for some labor, but he did give me a bill of sale in his name. I went to the local tax office to find the original owner for the title, they looked up the serial # for it and there was no record for it. they told me that I have to find the owner and have an affidavit (form PWD 314) filled out as to why it was not titled! It doesn’t make sense to me, how to find the owner when there is no records for the motor. is there another way to register it in my name here in Texas? Please help!
