I bought a small fiberglass dinghy a few years ago. I only intended for it to be used with oars, so I didn’t get a bill of sale. The boat has never had a title, and I don’t know how to get ahold of the man who sold it to me. I paid cash. Is there anyway that I can register this boat in CA for use with a motor, without proof of ownership?
Sorry, I guess I wasn’t clear. I want to hook a motor to it, so it will no longer be solely propelled by oar power.

We bought a boat from a guy on Craigslist for 00. We picked up the boat along with the title and took it home. Turns out the motor is junk and the guy won’t respond to our phone calls. The title he gave us was not registered by him and he never paid sales tax on it. We would like our money back, but he won’t respond. If he never registered the boat through the DMV, is he technically selling stolen property? We want to know our options on how we could get our money back. The guy signed the title after he bought the boat, but he never took it to the DMV to pay taxes on it. We have a Bill of Sale from him. We paid cash for the boat. What can we do.
We are in Indiana.
